Owner (2026-09-27): the Mode tray settings (choose modes, drag order) move out of Appearance into a future Settings → Tabs section, which 'needs to be another grilling section to simplify but later'. Status: OPEN, not decided; do not build. Leave Mode tray in Appearance until this is grilled (#248 does not move it).

Owner (2026-09-28): remove the Mode section from Settings → Appearance. For now, tabs are reordered by holding ⌘/Ctrl and dragging on the tab bar (#290). This grill stays open for the better long-term design.

Superseded pending placement: the later owner decision in DESIGN §50 (2026-09-30) defines Tabs as one page per enabled plugin and puts on/off and order controls in Plugins. This replaces the open proposal to move undecided mode-tray settings from Appearance into a separate Settings → Tabs group. Recommend using §50 as the source of truth for this settings work. Do not close the issue in this audit.

Correction to my closure: this issue is marked LATER, so the owner rule requires it to stay open even though DESIGN §50 supersedes part of its earlier proposal. Reopening it for the remaining owner-scheduled work.
