Owner (2026-09-28, mail grill Q23/Q26): 'what should be in Settings → Appearance is how many items to show in the tab bar, options range from 3 → 7'. Then: 'Mobile always shows 3. Desktop can show 3 → 7.'

Build after #290 (context toolbar + ⌘/Ctrl-drag reorder, which removes the Appearance → Mode section) merges. Build on its component and its stored mode order.

  • Settings → Appearance: one 'Tab bar items' control (3 to 7) that applies on desktop. The phone always shows 3, and the control says so.
  • When there are more modes than slots, the last slot is More: a menu (desktop: an anchored overlay; phone: a sheet, per the chrome rules) that lists the remaining modes in the stored order, with their icons. The More slot shows the selected mode's label when the current mode lives inside More. Mode tray rule: icons only, label on the selected mode.
  • ⌘/Ctrl-drag (#290) can move a mode between the visible slots and the More menu. The keyboard reorder moves across the boundary too.
  • Deep links and shortcuts to a mode inside More still work, and the capsule shows it as selected through the More slot.
  • Mail will become a new mode (#257), so the default set grows. Pick sensible defaults: desktop 5.
  • Accessibility: More is a menu button with aria-haspopup and aria-expanded; announce the moves; reduced motion.

Stale proposal under the current Tab Bar rule: CONTEXT.md defines three visible Tabs and says the rest scroll. This issue proposes a configurable 3–7 desktop count and a More slot. Recommend treating the count and More-slot proposal as superseded by the current three-visible, scroll-for-the-rest decision. Do not close this issue in the audit.
