Note editor: floating action pill straddles the card edge

"Either have this thing appear inside the editor card or outside please." A floating action pill (→, clock, ⋯) in the Note editor straddles the editor card's edge: half inside, half outside. Place it fully inside the card (inset by the card padding) or fully outside in the gutter, consistently at every width, never across the edge. Same rule for any other floating editor control (block handles, the TOC rail #1113).

Continuing #1113 and #1114 in job/editorrail-1113 at d9d283a341a85b74febdfe3bc857eaf9f13b7874. The branch includes the earlier fixes and the merge from origin/dev at 4a8e22609e51f53b037d1296dc757e8f0e2b833a; current origin/dev is 98584d6f78510a4c72b2d2b9193c46581db04742. I am checking the web/editor gates and production screenshots before reporting readiness.

Finding while resuming verification: bun run check stopped in perf-lint --check with INVALID: ('layout.observer-purpose', 'apps/web/src/lib/editor/format/BlockHoverActions.svelte', '<module>:45618a0c0c0ddf2f'): unused or changed exception. The component still uses its existing ResizeObserver to reposition the visible block action pill after anchor size changes. The check reports the stored syntax hash is stale after the #1114 placement change; I am refreshing that exact exception and will rerun the gate.

#1114 block action evidence from the real production app, with macOS platform rendering.

The capsule geometry assertion passed at 390, 820 and 1440 px in Mono and Noir. The tablet and desktop captures include 4× crops. The same helper is used by the full Notes editor E2E and by the focused capture path.
