Saved search sidebar hides errors when its list cannot load #892

Evidence

The saved-search store records unavailable when the list request fails. SavedSearchList renders neither a loading message nor an error message for that state. On a cold load, the section can stay blank after the request fails, so the User cannot tell that saved searches did not load or try again.

Expected behaviour

Keep existing rows visible during a refresh. On a failed first load, show a plain error with Retry. Keep the empty hint for a successful empty response.

Owner rule

The UX-completeness rule requires real loading, empty and error states. A failure must give the User a way forward.

Test idea

Make the saved-search list request fail on a cold load, then succeed after Retry. Verify the sidebar reports the failure and shows the real list after Retry.
